Information Provider – European Asylum Support Office (Malta)

The position

The successful candidate will work on a secondment basis for the awarded contract for the Provision of Interim Services to the European Asylum Support Office (EASO). EASO is an EU Regulatory Agency headquartered in Malta whose mandate is to strengthen EU Member States’ practical cooperation on asylum, to support Member States whose asylum systems are under particular pressure and to enhance the implementation of the Common European Asylum System.

Responsibilities

To support AWAS in their responsibility to inform asylum seekers on rights, obligations, procedures.   

  • Interact daily with international protection applicants to support the information provision on reception and asylum procedures, directly or via interpreters, about their rights and obligations, and facilitate the replies to their questions;
  • Ensure adequate follow-up and monitoring of complex individual/collective queries;
  • Liaise with info point focal point to refer clients to relevant services, as appropriate;
  • Coordinate and communicate with other members of staff as necessary, and regularly consult with relevant colleagues to ensure accuracy of the information provided;
  • Consult with AWAS Unit Leader in resolving issues and problems which are of a sensitive and/or strategic nature;
  • Research on new developments in the area of the welfare of asylum seekers in Malta, available mainstream services and projects;
  • Support the development of guidelines, standard operating procedures, information packages, templates and tools;
  • Draft documents, templates, statistics, minutes and reports;
  • Participate in AWAS MAU meetings or other requested meetings;
  • Participate in meetings organised by the EASO Measure coordinator or Field Coordination Support Officer;
  • Attend requested trainings;
  • Ensure legislation, national standards and guidelines are being followed;
  • Keep up to date with the latest projects and initiatives undertaken by AWAS and by EASO;
  • Perform all tasks in coordination and cooperation with the National Authorities and with EASO Measure Coordinator and Field Coordination Support Officer;
  • Report on a regular basis, as per National and per EASO reporting systems;
  • Perform other job-related duties as necessary or as assigned by the National Reception authority and/or the EASO Field Coordination Support Officer and the Measure Coordinator.

Selection Criteria

  • University degree in relevant fields (preferably Political science, Social Science, International Relations, International Law) is advantageous;
  • Good knowledge of the legal international & European framework regarding international protection and the Common European Asylum System;
  • Proven experience in conducting research, including desk-based research, related to topics in the field of international protection for various projects, drafting reports, collection of background material;
  • Proven field experience in the context of asylum and/or migration;
  • Demonstrated previous experience working with vulnerable groups in the context of asylum and/or migration will be considered advantageous;
  • Good understanding of the Maltese asylum and reception context will be considered advantageous;
  • Good intercultural and communication skills and cultural awareness;
  • Fluent in English (oral and written);
  • Being flexible and able to work in different settings with capability to work in multi-disciplinary teams in a multi-cultural environment;
  • Being able to maintain a high level of confidentiality;

Caseworker - European Asylum Support Office (Malta)

The position

Responsibilities

  • Work as a member of an international team of experts on the processing of applications for international protection, following the relevant detailed Standard Operating Procedures, national legislation and EU acquis on asylum;
  • Conduct interviews with applicants for international protection;
  • Drafting legal opinions/evaluation report templates for the assigned applications for international protection;
  • When appointed, provide guidance to new caseworkers on conducting interviews and drafting evaluation reports;
  • Fill in the referral template and send it to the focal point in the team for all cases where there are vulnerability indicators;
  • Contribute to drafting guidance, quality feedback, SOPs, COI research, other documents as per the instructions from the team-leaders;
  • Participate in trainings, workshops and meetings with different stakeholders when required;
  • Contribute regularly to drafting and/or keeping accurate and timely analytical reports and statistics of provided services and challenges, support the scheduling of activities;
  • Perform any other tasks in the interest of the service, relevant for the specific profile.

Selection Criteria

  • University degree is required, preferably in the field of law, political, humanitarian, and/or social studies
  • Relevant post-graduate degree will be considered as an asset
  • Previous experience of at least 3 years as asylum caseworker is required, both in conducting interviews for refugee status determination and in preparing the respective decisions/opinions/recommendations
  • Experience in asylum procedure, especially in a national administration context, will be considered as an asset
  • Very good understanding of the Maltese migration and asylum context;
  • Past experience within the EASO operations context as caseworker will be considered as an asset
  • Fluent in English, both oral and written

Training Support Officer - European Asylum Support Office (Nicosia)

The position

Responsibilities

  • Contribute to training needs analysis on the ground, in close consultation with the relevant persons in the operation;
  • Discuss and design, under the supervision of the EASO training team, tailor-made asylum and reception trainings based on needs analysis conducted on the ground
  • Work as a trainer in organising and delivering training activities (including online and face-to-face parts), under the supervision of the EASO training team, in particular tailor-made training sessions on asylum and reception and trainings in other EASO Training Curriculum modules
  • Assess the delivery of asylum and reception training activities and propose necessary adjustments
  • Provide regular analytical and statistical reports on training activities (e.g. reporting on trainers’ activities; separate reporting on ad-hoc trainings including recommendations)
  • Coordinate with different stakeholders on the ground in preparations and delivery of EASO trainings
  • Acquire knowledge and skills in didactics and be trained in other EASO training modules
  • Assist in the development, update and/or upgrade of training material, in coordination with the Training and Professional Development Centre in HQ
  • Scheduling training programs based on availability of venues, equipment or trainers, in liaison with the Training Delivery Sector administrative assistant
  • Lead in the logistical organization of training sessions in CY and support the administrative assistant to ensure and finalize the relevant steps for the organization of trainings
  • Support the identification of training needs for new-comers per each relevant profile of EASO teams and relevant local authorities
  • Support the annual drafting of training plan, in the framework of the Operating Plan.
  • Perform any other duties relevant for the service.

 Requirements

  • Demonstrated previous experience in the context of asylum minimum of 2 years (preferably as case officer, reception expert, quality officer and/or trainer)
  • University degree is required, preferably in the field of law, political, humanitarian, social studies
  • Very good understanding of the Cypriot migration and asylum context
  • Proficiency in English and Greek (written and oral)
  • Previous experience as trainer will be considered a strong asset
  • Experience in drafting of training materials and guidelines will be considered an asset
  •  Computer literate, including MS Office applications (Word, Excel), use of internet and web-based applications
  • Excellent intercultural/interdisciplinary communication skills.

Advantageous

  • Under the guidance and in coordination with the Measure Coordinator, ensure consistency in and quality of the processing of applications for international protection by EASO caseworkers, in line with detailed Standard Operating Procedures and EU asylum acquis
  • Work in close cooperation and consultation with the Measure Coordinator and quality assurance experts of the Cypriot Asylum Service, whenever relevant
  • Provide second-tier guidance to EASO caseworkers and team leaders on conducting interviews with applicants for international protection and on preparing opinions on applications
  • In consultation with the Measure Coordinator to provide guidance and support in terms of quality on vulnerability issues at examination process, including communication with EASO vulnerability officer/s and vulnerability experts of the Cypriot Asylum Service

  • Liaise with EASO’s Department of Asylum Support and Department of Operations for the implementation of the his/her tasks
  • If required in case of extreme workload/absences, work as a member of an international team of experts on the processing of applications for international protection, following the relevant detailed Standard Operating Procedures and EU asylum acquis
  • Provide or contribute in trainings, workshops and meetings related to quality issues in the processing of applications for international protection
  • Perform any other tasks in the interest of the service, relevant for the specific profile 

Requirements

  • University degree is required, preferably in the field of law, political, humanitarian, and/or social studies
  • Previous experience of at least 5 years in processing applications for international protection is required, including conducting interviews for refugee status determination and preparing the respective decisions/opinions/recommendations
  • Very good understanding of the Cypriot migration and asylum context;
  • Relevant post-graduate degree will be considered as an asset
  • Experience in vulnerability and exclusion procedures, especially in the Cypriot context, will be considered as an asset
  • Past experience within the EASO operations context as caseworker’s team leader or quality assurance officer will be considered as an asset
  • Fluent in English, both oral and written
  • Knowledge of Greek is desirable

The successful candidate will work on a secondment basis for the awarded contract for the Provision of Interim Services to the European Asylum Support Office (EASO). EASO is an EU Regulatory Agency headquartered in Malta whose mandate is to strengthen EU Member States’ practical cooperation on asylum, to support Member States whose asylum systems are under particular pressure and to enhance the implementation of the Common European Asylum System.

Responsibilities

  • Assist the Measure Coordinator in the development and daily management of asylum, reception and ad hoc disembarkations activities;
  • Support the coordination of field personnel across multiple teams and locations by ensuring adequate logistical conditions;
  • Ensure effective communication and reporting between the head office and field sites, as well as between the different teams operating in the field;
  • Manage contacts and liaise with local stakeholders to implement programme activities at field-level, and represent the Measure when necessary during meetings with relevant stakeholders;
  • Ensure the short-term planning of field activities, and provide input on longer-term targets and indicators as requested by the Measure Coordinator/Head of Operational Office;
  • Liaise internally and with stakeholders to ensure that accurate data is gathered and adequately reported in support of monitoring and evaluation processes, including the production of weekly statistics and monthly reports;
  • Support the development of tools, guidelines and work flows, including scheduling processes;
  • Support HR processes by participating in the on-boarding of newcomers and by reporting through adequate channels any potential or actual issue in the field;
  • Provide punctual administrative assistance when necessary;
  • Perform any other duties as necessary or as assigned by the Measure Coordinator/Head of Operational Office.

Selection Criteria

  • A University degree of a minimum of 3 years attested by a diploma;
  • Previous relevant professional experience in similar tasks related to programme or project management for at least 2 years;
  • Strong organisational skills and ability to prioritise tasks across multiple projects;
  • Fluency in English (oral and written);
  • Knowledge of asylum and migration-related legislation and procedures would be an asset;
  • Previous experience in asylum/reception contexts, or in any other relevant field context would be an asset;
  • Previous experience within an international and multicultural environment;

    Being a graduate trainee

    Being a graduate trainee involves playing an active part in MAP S.Platis Group client services team, which will include research, writing and presentation skills, liaising with and responding to clients, regulators and other stakeholders.

    In order to develop your knowledge and skills, you will be expected to complete a range of academic and professional training courses, including qualifications.

    • The role includes implementing compliance frameworks at newly authorised firms and reviewing existing frameworks in established firms as well as visiting both new and existing clients regularly (face to face and virtually) to review their compliance arrangements, discuss areas of regulatory concern and assist with problem solving. During your training, you will be under the supervision of a unit supervisor and will be buddied up with a more experienced consultant.
