Job Description (responsibilities)

The Deployment Management Assistant works under the supervision of EUOS Coordinator, performing the following tasks:

  • assist the administration of assessment and selection procedures;

  • assist performance management exercises;
  • assist the maintenance of deployment management databases;
  • assist the coordination of time (incl. leave/absence) management, travel and other entitlements related activities;
  • gather and maintain accurate records pertaining to deployment management activities;
  • compile and prepare reports and documents pertaining to deployment management activities;
  • support concerning financial and budgetary workflows, including the confirmation of supporting documents attached to claims, invoices and requests for payments
  • support office staff in processing all financial transactions, such as commitments, payments, recovery orders by acting as data entry agent;
  • perform any other duties required in the interest of the service.

Minimum requirements

  • A secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience.
  • Have fulfilled any obligations imposed on them by the laws on military service;
  • Meet the character requirements for the duties involved;
  • Be physically fit to perform the duties linked to the post.
  • Be entitled to their full rights as citizens;
  • 2 years of proven professional experience in similar tasks is required
  • Proven professional experience in drafting templates, documents and reports;
  • Thorough Knowledge of English (level C1 in all dimensions as per the Common European Framework of Reference for Languages or CEFRL);
  • Computer literacy, including MS Office Suite, use of internet and web-based applications

Responsibilities

The main responsibilities of the post concern supporting projects implemented by the Information and Analysis Sector of the EUAA, including Information and Documentation System (IDS), Asylum Report, Case Law Database, Who is Who in International Protection, Query Portal and qualitative outputs (reports, analyses, overviews, factsheets) published by the sector. The Project Assistant will also support information exchange and cooperation with EU+ countries and other stakeholders (civil society organizations, national human rights institutions, academia etc).

Specific tasks include:

  • research and information collection on various aspects of the Common European Asylum System and its implementation in EU Member States through policies, practices, legislation, and case law
  • updates and content maintenance in the Information and Documentation System through regular exchanges with assigned EU+ countries and relevant stakeholders
  • drafting outputs including summaries to be published on EUAA platforms and registrations of court decisions on EUAA Case Law Database, as well as other analytical products
  • providing input to ICT developments and user evaluations of platforms managed by the Information and Analysis Sector
  • providing support in the organisation of meetings with external stakeholders, in collaboration with other EUAA Sectors
  • Other tasks coordinated by Head of IAS.

Relevant requirements:

Essentials:

  • Knowledge of asylum, migration and fundamental rights in the European context
  • Minimum one year of experience in research, information collection and drafting outputs
  • Very good knowledge of spoken and written English
  • Ability to use electronic office equipment and applications (word processing, spread sheets, presentations, electronic communication, internet etc.)
  • Ability to work under pressure and meet deadlines on multiple tasks without close supervision;

  • Demonstrated proficiency in quantitative data analysis using software or programming languages such as Excel, SAS, Power BI, SPSS, JMP, VBA, Python, SQL, R, etc.

 Advantageous

Main tasks

The position

The successful candidate will work on a secondment basis for the awarded contract for the Provision of Interim Services to the European Union Agency for Asylum (EUAA). EUAA is an EU Regulatory Agency headquartered in Malta whose mandate is to strengthen EU Member States’ practical cooperation on asylum, to support Member States whose asylum systems are under particular pressure and to enhance the implementation of the Common European Asylum System.

Responsibilities

  • Work as a member of an international team of experts on the examination of applications for international protection, following the relevant detailed Standard Operating Procedures, memos, national legislation, and EU acquis on asylum
  • Plan, prepare for, and conduct personal interviews with applicants for international protection
  • Draft assessment reports regarding admissibility/eligibility for international protection, and withdrawal of international protection
  • Execute necessary research, including relevant and up-to-date country of origin information, for the purpose of personal interviews and assessment reports
  • With the guidance of a team leader, assist with onboarding new caseworker assistants within the team
  • Fill in the referral template and send it to the focal point in the team for all cases where there are vulnerability indicators
  • Contribute to drafting guidance, quality feedback, SOPs, and other documents as per the instructions from the team-leaders
  • Participate in trainings, workshops and meetings with different stakeholders when required
  • Provide regular analytical reports of services provided and contribute to drafting and/or keeping accurate and timely statistics of provided services and challenges, including supporting the scheduling of activities
  • Perform any other tasks in the interest of the service, relevant for the specific profile

Minimum Selection Criteria

  • Post-secondary education attested by a diploma,
  • OR Secondary education attested  by a  diploma  giving  access  to  post-secondary education and appropriate professional experience of at least one year
  • 1 year of previous professional experience in the area of asylum, preferably with regards to interviewing applicants in the context of international protection
  • Proven knowledge of the Common European Asylum System through study, training or work experience
  • Thorough Knowledge of English (level C1 in all dimensions as per the Common European Framework of Reference for Languages or CEFRL)
  • Computer literacy, including MS Office Suite, use of internet and web-based applications

Advantageous

  • Bachelor’s degree in law, political science, humanitarian studies or social studies, public administration or other related fields (EQF 6 or equivalent)
  • Relevant post-graduate degree will be considered as an asset
  • Experience in asylum procedure, especially in a national administration context, will be considered as an asset
  • Completed EUAA trainings pertaining relevant topics on asylum
  • Ability to understand and interpret case law judgements ruled by EU courts
  • Experience with decision making
  • Very good understanding of the Maltese migration and asylum context
  • Past experience within the EUAA operations context as caseworker will be considered as an asset

Remuneration:

Being a graduate trainee

Being a graduate trainee involves playing an active part in MAP S.Platis Group client services team, which will include research, writing and presentation skills, liaising with and responding to clients, regulators and other stakeholders.

In order to develop your knowledge and skills, you will be expected to complete a range of academic and professional training courses, including qualifications.

  • The role includes implementing compliance frameworks at newly authorised firms and reviewing existing frameworks in established firms as well as visiting both new and existing clients regularly (face to face and virtually) to review their compliance arrangements, discuss areas of regulatory concern and assist with problem solving. During your training, you will be under the supervision of a unit supervisor and will be buddied up with a more experienced consultant.
  • The role will require you to be able to present opinions, conclusions and findings in a clear and concise manner (orally and in writing) to Group staff and external stakeholders at various levels of seniority.
  • You will be expected to be an active participant in the marketing and business development of the firm in order to contribute to the continued success and development of our Group and our service offerings.

Requirements

  • We are looking for individuals with strong intellect and a strong academic record.
