Role Purpose

ISX Financial EU PLC is seeking a Treasury Operations Bank Reconciliation Manager to lead the reconciliation of client funds held across several commercial banks and the Central Bank of Lithuania. This role is essential for ensuring compliance with regulatory requirements, including EMR and CASS guidelines, while optimizing reconciliation processes. The successful candidate will collaborate closely with the Safeguarding Team to address client queries effectively.

Key Responsibilities

Client Fund Reconciliation:

  • Reconcile all client funds held in multiple commercial banks and the Central Bank of Lithuania in accordance with EMR and CASS guidelines.
  • Conduct both internal and external reconciliations to ensure accuracy and compliance.
  • Identify and resolve discrepancies promptly, maintaining accurate financial records.
  • Ensure that reconciliation processes adhere to regulatory requirements and internal policies.

Safeguarding and Compliance Oversight:

  • Oversee the Safeguarding Reconciliation Team to ensure timely and accurate daily reconciliations.
  • Monitor global safeguarding compliance daily and develop enhancements to calculation and reporting methodologies to meet regulatory needs.
  • Manage escalations, management information, and project updates to senior management and committees, including tracking remediation actions and project plans.
  • Develop and enhance safeguarding processes and controls with treasury teams to ensure compliance with policies and support audit requirements.
  • Contribute to embedding the safeguarding framework and associated policies across the organization.

Foreign Exchange (FX) Exposure Management:

  • Work with banks and FX providers to optimize currency conversion processes and rates.

Collaboration and Communication:

  • Work closely with the Safeguarding Team to address client queries related to reconciliations and fund movements.
  • Support internal and external audit processes by providing accurate and timely reconciliation reports.
  • Partner with other ISX Financial EU PLC teams to streamline reconciliation workflows, improve operational efficiency, and support new product projects.
  • Develop documentation of policies and procedures to standardize practices.
  • Provide Safeguarding Training in line with EMR and CASS Guidelines

Regulatory Compliance:

  • Ensure that all reconciliations are performed in line with regulatory guidelines, including EMR and CASS.
  • Maintain detailed records to support compliance reporting and audits.
  • Provide regular updates to senior management on reconciliation status and compliance metrics.
  • Responsible for the client funds and safeguarding elements of the Monthly Regulatory Reporting (Central Bank of Cyprus Appendix A, Statistical Reporting)
  • Lead Annual Safeguarding Audits
  • Undertake Banking Partners Annual Reviews.

Performance Monitoring and Reporting:

  • Develop and monitor key performance indicators (KPIs) related to reconciliation accuracy and timeliness.
  • Prepare and present monthly management reporting packs, including insightful commentary on reconciliation outcomes.
  • Identify and implement improvements to ISX Financial EU PLC’s reconciliation standards, processes, and systems.
  • Support reconciliation leadership with ad-hoc tasks and regular critical metric dashboards.

Strategic Initiatives:

  • Lead ISX Financial EU PLC’s strategic global expansion and regulatory initiatives within the treasury space.
  • Partner with other teams to develop and implement automation initiatives to enhance reconciliation processes.
  • Manage and lead a team of professionals.

Qualifications & Skills

Essential:

  • Professional qualifications such as ACCA or equivalent
  • A minimum of 4 years proven experience in treasury operations with a focus on bank reconciliations.
  • Experience working with financial institutions and central banks.
  • Experience working with the SEPA payment network (SCT, SEPA Instant and SDD).
  • Strong knowledge of EMR and CASS regulatory requirements.
  • Expertise in performing both internal and external reconciliations.
  • Proficiency in measuring and managing foreign exchange exposure.
  • Extensive management skills, including experience with direct and indirect reporting lines.
  • Understanding of customer asset protection/custodianship (e.g., Safeguarding or CASS).
  • Strong communication and influencing skills, with the ability to collaborate across teams and with external stakeholders.
  • Ability to self-manage complex individual projects and automate manual tasks within the team or department.
  • Excellent analytical and problem-solving skills.
  • Proficiency in English with excellent communication skills at all levels.
  • Very good knowledge of MS Excel.
  • Ability to work with large sets of data.

Desirable:

  • Experience working with the Central Bank of Lithuania.
  • Familiarity with treasury management systems and reconciliation tools.
  • Knowledge of Card Schemes, Alternative Payment Methods, or Payin/Payout solutions.
  • Experience working with excel VBA programming language.
